Some Winterset City Council members Monday expressed surprise and concern about a West Des Moines ice cream vendor that showed up on the north side of town last weekend.

The surprise was that Totally Rolled Ice Cream was there at all, and concern was that ice cream aficionados were not necessarily social distancing, or even wearing masks.

The company announced on social media that it planned a Winterset presence until the downtown  ice cream parlor opens up.

The West Des Moines company, however, did not appear to have the required transient vendor permit, which is a no-no.

City officials say they plan to reach out to the vendor this week and inform them that a vendor’s permit is necessary to operate.

Local police officials say, otherwise, the food truck can expect a visit from authorities, and it may be asked to shut down if it does not have a proper permit.
